Only an outline answer: you would need to create a child template (of Cassiopeia). You then need to copy the index.php file from Cassiopeia to Cassiopeia2. You can then edit that file in Joomla. Look for the lines beginning $wa - these are the Web Assets. You need to look up the $wa->registerStyle function to figure out how to pass parameters to the call.
